I see. Ok, then, open your Corporate Welcome page.
Open the Policy document.
Notice the white "tabs" that appear just beneath the tool bar icons.
You should be on the Policy document now. Put it in Edit mode.
Click on the white "tab" at the top, designating your corporate welcome page.
Hold down the left mouse button and drag the tab to the field in the Poilicy document.

fyi to Jan: You are correct; I did code the bookmark template support for deployment. However, the Policy and Public Address coding was done by another developer.
